Instructions
- In a bowl, whisk together flour, baking powder, salt, and pepper.
- In a separate bowl, whisk milk, egg, and melted butter.
- Pour wet ingredients into dry ingredients and stir until just combined. Do not overmix.
- Gently fold in beaten eggs and cheese.
